Quotas system: Responsible fishing in Peru

 The peruvian coast is one of the richest in the entire world, considering that the amount of species, along with the quality of each one of them, makes our sea unique. Therefore, the fishing industry in Peru is recognized and our sea products are highly requested in other countries. Considering this, and to prevent the resources exploitation, the government decided to create a system that will, along with the closed seasons, help with the most coveted marine species preservation. This initiative is known by the name of quotas system.

Towards the end of the 90’s, the anchovy was one of the most exploited resources on the fishing industry. Therefore, some limitations were created for it’s capture, that over time turned out to be just as negative for the species.

In mid 2008 a new legislative decree, with number 1084, was published, it established for the first time an individual quotas system for the anchovy fishing in our country. This success allowed it to be extended to other commercial species that are used by the industrial fishing.

 

How does the quotas system works?

Each one of the fishing boats with the highest scale can extract up to a certain anchovy amount during the fishing season. This amount is defined by the assigned quota (maximum limit of capture for boat). The calculation for each boat is given based in a percentage granted by the Ministry of Production (PRODUCE), with the support of the Peruvian Sea Institute (IMARPE). Both of them make an estimation of the resource volume that can be extracted, with the purpose of maintaining the species sustainability.

It is necessary to mention that this quotas are only assigned to boats that had, back then, with a fishing permit and that obeyed all the established regulations.

As for the positive changes that the quotas system has given, it is the end of the olympic race between the companies to see who could fish more, wich affected the resource and it’s sustainability. In addition, the fishing season has more than doubled and the fleets size have been reduced, making the category more stable. If we make a comparison between the industry in the 90’s and the present, we are definitely a more responsible category that is constantly thinking about the marine life future and the environment.
